Do children's pajamas need flammability testing in the US?

Yes, children's pajamas need flammability testing under the children's sleepwear rules in 1615 and 1616 (16 CFR 1615). Sleep sacks follow those sleepwear rules too (16 CFR 1616).

Which certificate you need

The US importer must issue the sleepwear Children's Product Certificate (CPC) before entry, so a CPC issued by the factory doesn't count (16 CFR 1110.7).

The importer also has to eFile certificate data in ACE at entry filing for each shipment from July 8, 2026; this applies regardless of shipment value (16 CFR 1110.13). That filing supplies the finished product certificate data elements required under 1110.11 through CPSC's PGA Message Set (16 CFR 1110.13).

For sleepwear reports, check the lab's acceptance scope as well as its name in the CPSC directory. Every model and color needs a report, and you can verify the report number with the issuing lab (CPSC lab search).

Which tests apply

For a sleep sack sized above nine months, the sleepwear provisions apply and flammability testing is added to the baby-product tests for lead, phthalates and small parts (16 CFR 1616). Clothing trims such as zippers, buttons and printed designs need lead testing, while dyed and undyed textile fibers have a testing exemption (16 CFR 1500.91). Pajamas for children under three also need phthalate testing, and sleepwear is a child care article subject to the phthalate rule. Where sizes 2T through 16 have hood or neck drawstrings, the substantial-product-hazard provision applies (16 CFR 1120.3).

What goes on the label

Sleepwear needs tracking information. You also need fiber content and country-of-origin labels (16 CFR 303). Care instructions have their own label under 423 (16 CFR 423).
