TikTok Shop asked for FDA registration: what to send

Send registration evidence that fits TikTok Shop's request, or a self-attested exemption statement if you qualify: TikTok's beauty policy allows these routes for registration documentation. (TikTok Shop beauty requirements) Don't wait for an FDA exemption letter: in its September 9, 2026 announcement, FDA said it doesn't provide certificates or documents confirming that a facility or responsible person needn't register or list cosmetics. (FDA announcement)

Start with your role and the actual request

TikTok's beauty policy separates manufacturers, importers, and repackers from resellers, with registration evidence among the documents for the first group and purchase invoices among those for resellers. (TikTok Shop beauty requirements) Both groups may also be asked for cosmetic labels and, for OTC drugs, drug labeling. (TikTok Shop beauty requirements)

Read the rejection message beside the label photos before asking your factory for another document. Write down the business name, address, and role shown on each, and mark anything that doesn't agree. If the request leaves you unsure whose registration it wants, ask TikTok to identify the business and document it needs rather than changing names to force a match.

Keep a working copy of the message and a short list of what you're sending back. For each attachment, note which question it answers and which business it concerns. If a field is missing, ask for it directly instead of filling it in yourself. Check that the screenshot stays readable after upload, especially the name, address, and issuer details.

If you're sending registration evidence

TikTok asks for a business name matching the manufacturer, importer, or repacker identified on the label, plus the physical address, registered business type, registration number, and a registration active when submitted. (TikTok Shop beauty requirements) Its policy allows an FDA registration-system screenshot that visibly comes from the FDA website, or a third-party verification letter that clearly identifies the issuer and its contact details. (TikTok Shop beauty requirements)

Ask the business named in the request for its existing evidence, then compare each field with the label. Keep the issuer's details visible if you use a third-party letter, and ask about mismatches before uploading. Treat a screenshot as a document to inspect, without claiming that looking at it proves the registration is genuine.

We can't verify whether an FDA cosmetic registration number is genuine through a public lookup, because FDA doesn't offer a public company-name or number search for these records. (FDA registration and listing resources) FDA also explains that cosmetic facility registration and product listing aren't a product approval program or a promotional tool. If you think the small-business exemption applies

Section 612 uses average gross annual US cosmetic sales over the previous three years below $1 million, adjusted for inflation, and excludes businesses manufacturing or processing four specified product groups. (Section 612, 21 USC 364h) Those groups are cosmetics regularly contacting the eye's mucous membrane during usual use; injected cosmetics; cosmetics for internal use; and cosmetics intended to change appearance for over 24 hours during usual use when consumer removal isn't part of that usual use. (Section 612, 21 USC 364h)

Check the factory separately from your own business: FDA's guidance says a facility making any excluded product must register and include information for all cosmetics it makes or processes. (21 USC 364h(b); FDA guidance, questions 6–9) If you qualify, TikTok asks for self-attested documentation clearly stating your eligibility; FDA doesn't provide small-business exemption certificates. (TikTok Shop beauty requirements; FDA guidance, question 9)

Use a statement only after checking the sales test and all four exclusions. Name the business making the statement and describe its role, so your declaration doesn't imply that a separate factory qualifies too.

Include readable product photos

TikTok asks for clear, unedited photos of the actual product, including label information and the manufacturer or distributor's name and address. (TikTok Shop category guidance) Its beauty policy calls for the product identity and net contents on the main panel, with ingredients, business details, and warnings on the information panel. (TikTok Shop beauty requirements) Photograph every label panel and read the images at upload size before submitting them with the requested evidence.
